I hereby give you notice that the meeting of ELSTOW PARISH COUNCIL will be held at
Elstow Playing Field Hall, Wilstead Road, Elstow on
WEDNESDAY 16th SEPTEMBER 2026 7.00PM
All members of the Council are hereby summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting as set out hereunder. Members of the public are invited to speak during the Open Forum item

1) Welcome and Apologies for absence to be received, Personal and Prejudicial Interest to be declared for the meeting

3) Planning and Development
a) Bedford Borough Council briefing to Parish Councils on new National Planning Policy Framework
b) 26/01633/EIASCP Environmental Scoping Request Application Request Under Regulation 15 of The Town and Country Planning (Environmental Impact Assessment) Regulations 2017 (as amended), for a Scoping opinion in respect of proposed residential-led development, comprising up to 2800 new homes with supporting business, education, retail, community, leisure, and sports uses, and associated infrastructure and works at Medbury Village, East Wixams (‘the Site’) – not this is not a planning application for the development, this is a scoping opinion request only under EIA regulations, the location is Land East Of Bedford Road Wixams – this site includes Elstow parish
c) Consideration of any planning applications received after the publication of the agenda, application in neighbouring parish and planning enforcement update
4) Bedford Borough Councillor report
5) Feedback from Parish Councillors visit to Parliament to meet MP Blake Stephenson to discuss local issues and follow up meeting discussion
6) Village Improvements – discussion and consideration of forming a Working Group
7) Finance and policy matters to include:
a) Quotes for consideration – plaque on High Street refurbishment, play area inspection
b) New bank account opening update and consideration
c) Invoices to be paid
d) Review of IT and community safety camera policies
e) Councillor expenses reimbursement
f) Defibrillator and training update and consideration
