I hereby give you notice that the meeting of ELSTOW PARISH COUNCIL will be held at 7.30 pm. at Elstow Playing Field, Wilstead Road, Elstow on
TUESDAY 12th MARCH 2024

MEETING BUSINESS TO BE TRANSACTED
1) Welcome and Apologies for absence
2) Personal and Prejudicial Interest to be declared for the meeting

4) Planning and Development
a) 24/00303/FUL Single storey rear extension and hip to gable loft conversion with rear shallow pitched dormer and front apex type dormer at 2 Dorchester Way
b) APP/K0235/D/24/3336759 appeal notification for 23/01691/S73 Relocation of 1.8m high fence (development already commenced) at 9A Bayham Close
c) Notification of applications in neighbouring parish of Shortstown to be considered if response should be sent relating to: 23/02783/EIA Environmental Impact Assessment Application PROPOSAL: Hybrid application for (1) Outline planning application (all matters reserved except for means of access in respect of junction arrangements onto the A600) for up to 1000 residential dwellings (including Use Classes C2/C3), a local centre, mobility hub, primary school, open space, play space, sports facilities, allotments, landscaping and associated infrastructure and works; AND, (2) Full planning permission for infrastructure works including two access points onto the A600, internal roads, pumping station, heat hub, cycleways and pedestrian routes, landscaping, drainage, lighting and other associated infrastructure and works at Land Off Canberra Road Shortstown –Case Officer feedback to be discussed

5) Borough Councillor report – planning workshop and training request for Parish Councils
6) Highways safety in the parish update, to include:
a) Feedback from site meeting to discuss safety measures outside Elstow School
b) Borough Council Highways Officer feedback on relocation of highways pole in Abbeyfields for mounting speed indicator device on
c) Speed indicator device data management discussion
d) Community safety cameras installation update, connectivity consideration, and associated policy documents for consideration
e) Wilstead Road damage to highways verge
7) Finance and Policy matters to include:
a) Invoices to be paid
b) Financial monitoring review and budget update
c) Grants and donations for consideration to include – Elstow May Festival, Elstow Cricket Club funding support letter
d) Quotations for consideration – to include bench improvement works latest, noticeboard post, Romsey Way play area works, defibrillator signage
e) Document review: Code of Conduct, Standing Orders, Financial Regulations, asset register, internal audit controls, financial and general risk assessment including Parish Council website review
8) To agree the minutes of last meetings on 13th February
9) Correspondence and Information Received to include summary of items not covered on agenda, for information only
10) Close of Meeting and Future Meeting Dates: Tuesday 12th March 2024 at 7.30pm
